What is a Framework ?
A framework agreement is an understanding between service providers that sets out the terms under which specific purchases (call-offs) can be made throughout the term of the agreement. The maximum term of a framework is four years. The most common call-off will be via a mini–competition tender exercise. A framework agreement is subject to the EU procurement rules.
